It is difficult to predict because cut-offs changes from year to year. For your AP EAMCET Rank you have less chances of getting B.Sc Agriculture seat, based on previous year's Closing Ranks. You can try for seat through counseling or can go for normal seat in Private

Usually colleges and universities provide float or freeze option in counselling rounds.
float means you’ve blocked your seat and can change it and are willing to participate in further rounds

Freeze means you block your seat and accept the college and don’t want
