As i can see that you want compare both the things but i am really unable to not understand your quires because in JEE result also you get your percentile only first and than you can convert it into your rank by using any rank predictor.

Patna medical College and hospital is the best govt medical College of bihar to study medicine. That's why cut off are usually high for this even through state quota counselling.

So NEET 2020 cut off marks for PMCH ,PATNA was
