I already applied for aiq govt seats but Im alloted for any colleges, in mop-up round shall I reset aiq govt and can i register newly in deemed quota seats?

You haven't mentioned your All India Rank or Category. During Mop up round, the ESIC Colleges, Deemed/Central Universities will fill up their seats. Now if you haven't been able to get a seat in Round 1 or Round 2, you can also appear for mop up counselling. You needn't register

If you have domicile certificate of the state for 10 years you are eligible for state quota while counseling and admission. If you have domicile certificate of Uttarpradesh of atleast 10 years from now you are eligible for admission in any government college of Uttarpradesh through 85% State quota.

There is no problem if you didn't mention you ews quota while filling neet form. Now while you are registering for your counselling process you can mention about your ews quota and upload the related documents. You will become eligible for the ews seat.

This year NEET counseling scheme are different for different states. Up have no free exit in any round of counselling. Once you have taken admission you will have to surrender that seat to participate in AIQ counseling. You will have to show your allotment letter of allotted College
