if you don't have a domicile of a particular state, you could have got an admission via the AIQ counselling. But for state counseling you need the domicile of that particular state.

I am sorry but under All India Counselling the reservations that are applicable to only, Ews, OBC,SC,ST, PWD.

But within the State Counselling, the OEC reservation is applicable for eligible Candidates. they candidates are eligible for the empty seats under SC/ST quota in.
