I guess by internal quota you mean the 85% state domicile. It is issued by the government as a proof of your residency. Let me explain the procedure

Private medical colleges comes under the regulation of State medical counselling authority of the respective state. MCC does not conduct counselling for private colleges ,they cover the 15% AIQ seats in government colleges and the deemed universities only. The rest 85% is the responsibility of Karnataka state MBBS

If you are a Delhi candidate then if you don't have any domicile certificate so it's okay. You can fullfill some conditions for the admission in any medical College in  Delhi.
