You not need to submit caste certificate at the time of application . But you  should submit your residence certificate at the time of counselling and if you belong to another state you will be regarded as non local and you will get seat as a non local

To get admission in vardhaman Mahaveer Medical college Delhi you have to keep 640+ mark in neet.although 580+ mark is sufficient to read in government medical college but when the matter comes into VMMC then you must have to accuare 640+ mark in neet.
