According to the percentile you have mentioned in the question your approximate rank would be near about 3.22 Lakhs and on the basis of this rank it is not possible to get any seat in NIT Warangal even if you belongs to SC and deserves Home State quota.

This Rural Quota is given under each and every category ranging from General Merit rural to Scheduled Caste Rural. As you have not mentioned this hence i am mentioning below that category only through which you could get MIT.

Yes there is good possibility to get Mechanical branch. Cutoff will be lowered for reservation  category. You should apply for the college option. Along with MSIRT, you can also apply for other college option. Here are some suggestion:-
