Hi, for being an Junior Engineer in Indian Railways you need to have a Bachelor's Degree in Electrical or Mechanical degree Diploma works too. So, you can either give exams or complete your degree from Distance learning. That way you get to do your job and you get to study as well and get a degree. That way you will be eligible and since you've been working for many years there are high chances of getting a better place. Hope this helps.

Pensions in Railway and Civil services has not been discontinued . If one have worked for more than 10 years for Indian Railways then he/she is eligible for pension. One can enjoy life time security through pension given by Railways to its employees.
In civil services, IAS officers are provided lifetime pension facilities according to New pension policy reintroduced for all government employees.

A Domicile certificate has to obtained from the school she has passed her class 12 th exam. This certificate is isssued based on the student's school education record. It is given in the website . A Black Proforma is given in the WBJEE website and it has to be downloaded and two copies are to be printed on A4 size white paper. Then both the copies of the Certificate must be filled properly and signed by a competent Authority. And then the Duplicate Copy of the Certificate is retained in the Office of the Issuing Authority for future verification.

As of 2014, the approximate cadre strength of IRHS is 2,597. The candidates will take the Computer based examination in two Papers, each Paper carrying a maximum of 250 marks.

RRB mostly recruit the Mechanical, Electrical and Civil Engineers in maximum intakes. Although as the Railway is going online and opening up different systems to get passenger friendly environment, it has recruiting a good number of CSE and ECE graduates as well in the last 5 years. So it can be beneficial but ECE don't have that much of a vacancies as its seen in case of Mechanical, Electrical and Civil Engineering.

To be honest its very difficult to predict only on the basis of percentile as these colleges dynamics changes every year and does not remain constant. Various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
As per my knowledge if you are from reserved category like sc/st or obc then you may have fair chances to get a seat.
