Hello Raj!
Firstly government seats are filled purely on the basis of merit and the category of the student, that is, whether the student can claim under reserved category or not. Whereas merit does not play a much role in payment seats. Coming to your question, it is difficult to predict whether you will get a government seat or not as you did not mention your category. As per 2020, total number of payment seats are available in constituent colleges and affiliated colleges are:

Affiliated Colleges
These seats are furthur divided in numbers for different categories. The articles given below might help you more

It is difficult to to tell you the admission possibilities precisely, because every year cutoff varies due to several reasons. According to the details provided by you there are very narrow chances that you will get any government seat in veterinary colleges in the state. But you can apply for the payment seat for your reference previous year cutoff of RPVT was 588 marks for UR category.
There are approximately 312 seats for RPVT across 6 B.V.Sc Colleges in Rajasthan. You haven't mentioned your Category. This is important to analyse your options. If you belong to General Category, the chances for a seat in Government College are tough. The reservations that are followed in RPVT are as follows:
SC: 16%
ST: 12%
OBC-NCL: 21%
OBC-NCL-Female-25%
NCL-MBC:5%
PWD-5%
General Category-Female: 25% of the remaining seats. With 350 even if you belong to Reserved Categories, a seat is difficult because in 2019, under ST Category, 377 marks secured a seat in Bikaner College. So it is a tough spot that you are in with a score of 350.
It is difficult to tell you the exactlly about the admission possiblities because cutoff varies each year, but the details shared by you and considering previous year cutoff there is very less chances that you get seat in Government Veternary college because the previous year cutoff for OBC category was 580 marks.
