You have not mentioned the Category you belongs to, so I'm considering it as General Category and giving information based on it. It is different to get free seat for your TS EAMCET Rank.
To get free seat/ full fees reimbursement, your TS EAMCET Rank must be less than 10,000 and your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs if you belong to OC or BC Category. If you belong to SC/ ST Category then you can get free seat irrespective of your TS EAMCET Rank but your parent's income must be less than Rs. 5 Lakhs per annum and they should not be government employees. You can get fees reimbursement if you are eligible and meets above mentioned criteria.

Firstly you should know the difference between the two before getting directly into the matter. General rank is the rank which you have got among all the candidates who appeared for the exam irrespective of any creamy layer.
Whereas community rank is the rank you got among your community or creamy layer if it exists by any means.

Here you should keep in mind that the cut-off marks vary on the basis of several determining factors like number of appeared canditates, number of successful candidates, total number of available seats, highest marks of TS EAMCET 2022, difficulty level of question paper etc. Still as per our experience and analysing previous years' cut-off trend I'm little afraid to tell you that despite being reserved category candidate it's quite difficult for you to get CSE branch in topmost and renowned colleges in Telengana, you can try in several brances in the following esteemed colleges:

OC means other category or in simple sense of means general category and therefore has no quota. But if you have applied in EWS Economically weaker section then you can enjoy 10% quota.
Based upon your rank i.e. 64k and the last year cutoffs there is one college you can get CSE and i.e. Malla Reddy College of Engineering and technology.

If you belongs to Sc/St category then you can get seat in NBKR institute of science and technology, vidyanagr, as the previous year cutoffs are around 75,000 and if you belongs to general or obc category, then you cannot get any colleges with your rank.
