Considering that you have mentioned your ST rank because ST rank is to be considered for allotment, if it is CRL rank then kindly correct me in the comment section below.
No such ST rank is not considered as decent one because on such ST rank you have no chances to get any of the NITs or IIITs or GFTIs as the ST rank closes around 8000 for such colleges. You can get an idea from previous year's closing ranks available on the official website :-
But you can go for some other colleges that are discussed below.

I will going to give information for general category.
At 65000 rank. No chance to get admission in NIT with Computer science. You have possibility in other branches like civil. In NIT hyderabad etc.

The cutoff for obc category to get into GFTIs varies every as it depend on various factors. But if we look at the previous stats the to be admitted to GFTIs, aspirants from the OBC category must achieve at least 95 percentile. Below this it will be very difficult for them to get GFTIs.
