According to the percentage you have mentioned in the question you can get MBM engineering college, Jodhpur but in top branches like CSE, IT it will be little difficult for you, although you can get ECE, EE, CE like branches.

Yes, you are still eligible to appear in NEET. A candidate must have passed 10+2 with Biology/Biotechnology, Physics, Chemistry and English from a recognized board. Hello student board result can't be graced after declaration of result you can appear in improvement examination if you're willing to improve your marks in board examination to full fill the eligibility criteria of Jee main.

see it should not be a good option to change from cbse, since cbse is centralized board many competitive exams like jee main, icar, neet syllabus is closely related and matches with cbse 12th standard syllabus, so just your coaching class mates are from different board you should not
