No, OEC Category Students are not eligible for SC Quota Reservation in All India Counselling.
OEC Category Reservation is only applicable in your State level Counselling.
OEC (Other Eligible Communities) are those communities recommended to include in the State Scheduled Caste list and Scheduled Tribes.

For claiming SC reservation you will have to make your caste certificate from your tehsil or sdm office. For claiming reservation in AIQ you will have to produce Central castes certificate which also you will get from SDM office. There is just minor differences of format in both

On such marks and category you have very low or almost no chances of getting government quota MBBS seat according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 418 for government quota MBBS seat
