yes, now the OEC Candidates can claim for SC/ST reservations and so they are not eligible any more for EWS reservation . Your Caste Certificate should be enough for OEC SC reservation .

OEC Category Reservation is only applicable in your State level Counselling.
OEC (Other Eligible Communities) are those communities recommended to include in the State Scheduled Caste list and Scheduled Tribes.
