Visual impairment with 30% will not be considered for reservation. Visual impairment with more than 40% and more than the benchmark definition of Low Vision will be considered for reservation.

YES, EWS reservation is also applicable in NEET MDS exam admissions. The 10% seat has to be reserved for the candidates coming under EWS quota but for claiming the seat under the aforesaid category then you must have a valid EWS certificate.
