No, The candidate must have to Qualify NEET PG for Admission to the acadmic session and out of total seats that shall be available for Admission, 50% seats are reserved for all india Quota, which is filled up on the basis of all india Enterance Test conducted by an Institutions on behalf of DGHS, Goverment of India.
Revised NEET PG reservation System for 50 per cent AIQ seats which is depend upon each category;
OBC Catagory- Reservation: 27%
SC Reservation: 15%
ST Catagory Reservation: 7.5%
EWS Catagory Reservation: 10%

Yes you can opt for private engineering colleges with this percentile, but will not get a seat in government engineering colleges.

As you told you got 60 marks in eamcet I guess your rank will be nearly in range of 20k-30k. So to be very honest you will not get CSE or IT which are top branches in any good college. As you belong to SC category then prolly you can get admission in top colleges and may be IT branch as well but if not here then you can go for colleges like St Martin's, VJIT, Marri Laxman etc. These are decent colleges where you can get CSE or IT.

Since you have not mentioned your category, I am considering you general Muslim category. Now, with the above mentioned percentile in JEE mains, your overall predicted rank will be around 72940 - 81995 . Now, with this rank, and looking at the previous year JEE mains cutoff for JMI, New Delhi, you have good chances of getting seat in JMI in some branches.
