• Category to which the students belongs too, like OC, OBC, BC-A, BC-B, BC-C,BC-D,BC-E, SC, ST, OC-EWS etc
• Number of students appeared in TS EAMCET Examination
• Difficulty level of TS EAMCET Examination
• Number of seats available through TS EAMCET Examination
For your AP EAMCET Rank it is difficult to get B.Sc Agriculture government set, based on previous year's cut-offs. You can try for normal seat or Management quota seat in Private Colleges in Telangana.

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors. As you mention with 453 marks and you are from sc category it is very difficult to get seat in MBBS with 15% reservation.

hope you are doing great. As per your query I would glad to tell you that you dont need to worry ews reservation in OJEE has been added from the year 2019 . Now all ews candidates can avail the benefits of 10 percent quota if they have original latest certificate

See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
As you mentioned ,your domicile state to be Andhra Pradesh, as per NEET 2020 cutoffs it's not possible for you to get a government or private MBBS seat despite have SVU and BC-B quota through State counselling .
You needed to score to score atleast 510+ .
But,you do have chances through the management quota. I'll enlist the colleges and their NEET 2020 cutoff marks below :

There's is nothing like 'cut off release' here for medical counselling.
Once the AIQ counselling process starts, you need to register through mci portal.
You need to fill and lock your choices of colleges according to your priority.
Then, when the result of the 1st round of counseling is out, it consists of a list of all the candidates, who appeared for the counseling, rankwise.
The distribution of the seats is according to your choice filling of colleges and your rank.
First, the UR seats are alloted irrespective of your caste and then followed by respective cast seats. This process continues for 1-2 more rounds and students are also giving a chance to change if they are not satisfied with their alloted college.
The same continues for state counselling.
Once, the counseling process wraps up, you can just go through the lists and find out what's the last rank that has been alloted a college. And that's how a cut off is marked.

The allotment of colleges for medical courses are based on the All India rank of candidate and not on their category rank. 27per cent reservation refers that 27 percent of total seats are reserved for a particular category. But no separate cutoffs is released for any category students.
Only during the college allotment process reservations quota is considered. But the candidates also are provided with All India category rank.

SIT University provides reservation to SC/ST background candidates irrespective of any economic background. They have 5% relaxation compared to General caste when it comes to board percentage ( for General 50% minimum percentage should be there whereas SC/ST's eligibility is at 45% minimum). Further, the reserved category's cutoff in the entrance examination lies in the range of 55-65 whereas the General category's candidates cutoff lies somewhere around 105-110. There can be some relaxation for economically backdated candidates when it comes to the fees structure but no reservation is allocated for only poor SC/ST candidates. Hope this clears your doubt.
