According to my knowledge, all the candidates who have completed their graduation (bachelor's) or are in the final year of their undergraduation degree can write DU LLB entrance exam for PG admission. And to fill the application form, candidate will only require marksheet of 10th and 12th class.

The passing year will be 2019. The year on which you are declared to be passed out is said to be the passing year. In your case its 2019.
