NEET result is generally announced by National Testing Agency one month after the exam. Since the exam was conducted on 17th July So you can expect the result to come out around 18th August or latest by 31st August.

Although Digilocker certificates are considered valid in many areas, but it is better that you use the image of printout of scanned screenshot of the result site on CBSE. It will be more authentic. Because it is not necessary that certificate from digilocker will be valid or not.
