RVCE is a top college in India with a great Computer Science course. The cut-off All India Rank in GATE for RV College of Engineering, Bangalore M.Tech in Computer Science Engineering is 80 for the General Category.
The cutoffs can go s high as 5000-6000 for SC/ST candidates

yes, anyone can take admission in MSRIT or RV directly in second year throught lateral entry. The only condition is that you should have a diploma, no matter from which state you have done your diploma.
