R V college of engineering takes admission in three ways-  45% seats are filled through KCET,  25% through management quota and 30% through COMEDK.
so you can not apply through JEE main.

You can apply through COMEDK or by Management quota.

The tution fees is fixed for students who get admission through comedk in above mentioned colleges is around 1,50,000 rupees. (if you don't havea domocile) . If you have a domicile then fees will be around 50k-1lakhs.

In case of UG programmes, the admission is based on marks scored in Karnataka Common Entrance Test (KCET) conducted by KEA (Karnataka Examination Authority) and COMEDK UGET.

But as you have mentioned that "outside KArnatka" then only option is to write COMEDK.
