First I would like to clarify here that since you are Bombay based, you wont be eligible for KCET which is the state entrance. However you can apply through COMEDK. R V College takes NATA scores so you will need to appear for NATA and then apply through COMEDK. Of course you can also apply for the management quota if nothing else works. I cannot comment upon placements as there is not much information out about it.

While studying in RV College, Bangalore. You can get hold of a lot of good scholarship. They might be government or private.

Few of them are 

1. MHRD Scholarship

2. DTE Scholarship (for SC/ST , OBC and Defence categories)

3. Scholarship by Alumni Association

4. Scholarship by private firms(like Brigade, TCS, KTPC etc)

mahesh, B Tech/BE admissions for diploma holders is through a process called lateral entry. You will complete your programme in three years instead of the regular four for direct entry.

this process varies from state to state. Do inform us  the state from which you are pursuing your diploma and the state where you would ideally like to study

Chances are slim you see. Cutoff for chemical engineering in General category closed at 2900 plus KCET rank in 2017. Only GMR category has somewhat around 4500 plus rank for Chemical engineering. The seats are filled by the first round mostly. 

According, to mock allotment in 2017 closing rank for CSE branch in general category was 74 through KCET.
