Yes, you can ask for a college transfer in your 2nd semester, but remember, not all colleges and universities take new admissions during mid-semester, and those colleges and universities that do, they might have some requirements or eligibility that you should meet.

GH Raisoni College of Engineering is there in many places and the best among them is at Nagpur. The one at Pune is not such a popular choice. However, it does have benefits of being an autonomous college and the curriculum and infrastructure is pretty good. Placements are average. However, IT field obviously has a lot of job opportunities even off- campus. So you need not worry if you study well.
