Though it is difficult to tell you exactly about the admission chances as the cutoff marks changes every year depending on the marks, rank obtained, number of student applied etc.

However with previous years cutoff you can have an idea about your admission chances.

The last year home state qouta cutoff in sardar patel medical college, bikaner for obc category candidate was -

2019 - 617 marks / 4508 rank

2018 - 577 marks / 3477 rank

2017 - 588 marks / 4247 rank

So as per the previous years cutoff it is difficult for you to get the seat in sardar patel medical college bikaner.

According to the official website http://nationaleducationaward.com/CBSE/images/scholarship_brochure.pdf , Sardar Patel Scholarship for those students who are in 12th and are interested in joining Higher studies for Engineering, Management, Architecture, Law, etc. Students who are in the final year of Graduation are also eligible for this Scholarship for Master's programmes. But this is not applicable for Diploma Students.
