Thank you for putting up query in our platform. The cut off for OBC category for JEE Main 2018 is 45. As per your marks, All India Rank and category, you will surely get SVNIT in Mechanical stream. Wait for the counselling process.

yes you should get admission in the department of your choice with SC category since last year's OPENING CUTOFF was 5061 and CLOSING CUTOFF was 8648 in SC category admission of ROUND 1.

the admission process starts after few weeks for JEE main result.
SVNIT publish its cutoff list few weeks after JEE main result though this course doesnt requred that still all the cutoff list are published together or with the gap of few days.
