Yes candidates belonging to SC/ST category are exempted from paying tuition fees in most of the institutes including iiits  , the tution as well as hostel fees is reduced for these category students whereas various scholarships are also awarded if monthly salary is low and gpa is good .

Yes ...You may have a chance to get a seat              If you have home state in lower NITs like Silchar, Agartala, Mizoram and likewise.

If you want to get admission in any branch of NITs, IIITs or GFTIs then there are chances for you to get a seat.

If you are asking for colleges on such rank then unfortunately on such ST rank it is very difficult to get any good college like NITs/IIITs/GFTI on such ST rank because closing ST ranks of last year were like :-
