Actually tution fee waiver is a type of scholarship only and you can get one scholarship at a time only that's why college are not allowing you for other scholarship.

This is rule from government side so you can't do anything in this.

INSPIRE scholarship is only for the candidates who are pursuing courses in natural sciences. Students taking admission into B.Tech programs are not eligible for this scholarship.
