You may have read the notice wrong because in the NEP 2020, it is nowhere mentioned that private candidates cannot appear for NEET.
The eligibility criteria for NEET is that the candidate must have passed Class 10 or equivalent with at least 60% aggregate marks and be appearing for Class 12 or have passed Class 12 with Physics, Chemistry, and Biology as compulsory subjects. That's it. Nothing has been mentioned about the Board of Examination. You can appear for NEET despite being a private candidate.

As per your question, the Jeevan Jyothi Higher Secondary School, in particular did not specify any date as to when the admissions will be open. Mostly the admissions will start from the month of April 2024. However, it is advised to contact the authorities of the school, so that you will be able to get to know the whole procedure of admission.

Its not about your school head, you can change your name in the SCC certificate. For this you need to visit your educational board and apply for the change in name by providing the proper documents asked by the authorities, after that your name will be changed within 10 days.
