No, it's unlikely for school and colleges to reopen although after unlock 4.0 relaxations have been provided in many areas, and many  state authorities were also in support of opening the schools at least, but as per recent guidelines by the central government the prohibition has been further extended

According to the reports by media, there will be phase-wise reopening of school from September 1, 2020 and November 14, 2020, as planned by the Government. Earlier in 2020, due to the Covid-19 outbreak, classes had been shifted to online from offline, and they were conducted via Zoom video
