Yes IIM FOSTIIMA accepts MAT score but the cutoff goes around 60 Percentile. But it also depends upon the pool of candidates applying to the college and your overall profile, i.e your academic background. You can take chances.

for delhi state quota , voter id of delhi and class 10/12 pass cettificate from delhi school and fathers allotment of govt quarter is enough to get domicile certificate for neet.

If you want to get a seat from Delhi quota in any competitive examinations like JEE Mains , JEE Advanced ,NEET , etc . ,  you only need to study class 12 in school located in India . This is the only criteria to avail any quota .
