For availing state quota you either should be the resident of that state for more than 10yrs or you should complete your senior secondary schooling from that state i.e. 10th and 12th from that state .

Even if you give leave application in school then too you will be marked absent. If your reason for leave is genuine then school authorities might consider your overall attendance

Yes, the school will provide you Character certificate. Even if you have dropped then too after passing 12th school will issue your character certificate. This certificate is used to reflect your morality and personality exhibited when you were studying in the school
