Whenever a student want to leave the school,he or she can request the school for school leaving certificate.It doesn't matter weather he or she has cleared the exams or not.So,I believe the school should provide him with SLC along with all the necessary certificates.

you can surely get admission through sports quota in DU only if you have a good background in sports. You should consult with DU consultants regarding confirmed replies. Probably people with medals or positions (1st,2nd or 3rd) are preferred over people who merely participated.
