Even I am waiting for the second merit list to come out. My waitlist number is (8) but now chances are rare, as recently I had a conversation at admission office and they are saying chances are less of coming out with 2nd merit list as the seats are almost full.

As of now there is no official fee waivers for students who have cleared CLAT. You can try getting student loans to pay your fees. There are a few external scholarships that a student can avail
1. Aditya Birla Scholarship - for first 20 rank holders of CLAT. Covers the entire course and hostel fee till the end of the course.
2. Colive scholarship - only for first year students. Covers 6 month accommodation/hostel charges barring food, electricity. 60% of the scholarship reservation will be provided based on the statement of purpose by filling an application form
There are a few government scholarship schemes available for SC/ST/PwD candidates like
1. Top Class Education Scheme
2.Post-matric Scholarship for Students with Disabilities
3. National Fellowship and Scholarship for Higher Education of ST Students – Scholarship (Formally Top Class Education for Schedule Tribe Students) – only for scholarships.

The filling of seats in colleges depends on the exam taken from the college and the exams through which students can get admission into a particular college. For most of the colleges in MHT-CET they accept both JEE and MHT-CET results, it totally depends on the students wether they want to take admission fromt he JEE rank or wait for the MHT-CET rank to be announced and try to get a better college. So, to say that the seats would be full by the time MHT-CET results would be announced would be wrong. Just give your best and you will get a better college.

After passing this exam, you have to register for counselling. Counselling will be All India Quota and State quota. You can choose one or both based on your preferences. For AIQ, you have to register on the MCC website and for state quota, you have to register for each state counselling authority website. There will be four sessions of AIQ counselling first, second, stray vacancy and mop-up round. Based on your category, specialization choice and rank you will be allotted seats. If someone is not interested in getting admission in the first session, he/she may surrender the seat and participate in the next session. Some States do take a certain amount of fees the surrendering the seat.
Counselling for PG DNB seats to be administered by MCC of DGHS, MoHFW.
Online Stray vacancy Round to be administered by MCC of DGHS, MoHFW for Central University/Institutes/All India Quota/DNB seats.
