I have done my schooling in Chandigarh , as its a UT I cant figure out which state quota do I qualify for , can I qualify for home state in NSIT during JAC delhi ? if not then what are the options ?

See even if you have passed Intermediate from Open board then also the code will be applicable for which the highest qualification is considered as 10+2 with PCB and it is code 02 if you have got your result but if the result is awaited than you should
