WELL FOR STATE QUOTA YOU MUST HAVE RESIDENCY PROOF OF THAT STATE , THAT IS , STHAYI NIWAS PRAMAN [DOMICILE CERTIFICATE] PATRA AND FOR MAKING STHAYI NIWAS PRAMAN PATRA YOUR FAMILY MUST HAVE EITHER AN ELECTRICITY BILL WHICH MUST BE AROUND 15 YEARS [ YEARS VARY FROM STATE TO STATE ] OLD OR ANY DOCUM ENT OF OWNING A LAND AT THAT STATE WHICH MUST BE YEARS OLD.

Sorry to say but you are not eligible for 85% delhi quota .and the reason for that is even if gurgaon and few other cities are the part of Delhi NCR but for eligible for 85% quota or to fall in Delhi region candidate have to complete their 10+2 from any school from Delhi .
As you have completed your schooling from Gurgaon which is NCR city you don't satisfying tht criteria.
For Delhi region candidate have to complete there 12th from any school of Delhi ,as long the candidates complete 12th from school having pincode of Delhi he comes in Delhi region .and are eligible for 85%quota .

you should change the address of your Aadhaar card according to your permanent address. So all the address of your official document will be same and there will be no problem in official applications. Your permanent address should be according to your documents because sometime they ask for official documents such as Aadhar card for your address proof.

Yes, you will be eligible for NEET UG even if you have passed class 12th from recognized Open board but note that for 12th or equivalent you need to have a minimum aggregate in PCB as per your category which is described below and also you need to pass overall in 12th or equivalent :-
