Yes, you can opt for M.Tech in Pharmaceutical Chemistry and Science after B.Tech provided your B.Tech was in one of the appropriate specializations. Most of the institutes don't clarify the BTech specialization, but look for a candidate coming from Chemical Engineering, Biotechnology, Pharmaceutical Technology etc. if your BTech branch is within these, then you should have a fair eligibility too. Also, you may need valid GATE scores in the appropriate subject for some universities.

Yes, you can definitely get admission for B.Tech CSE by giving entrance exam like JEE which is nation wide accepted or state level exams like EAPCET, MHT CET etc. If you have not given these exams, then you may consider going for private colleges as they are still running admission and few colleges do not require entrance exams and admission is based on 12th class marks with PCM subjects.
