I tried to search the college's name for its official site but couldn't find the same. Nevertheless MIC Arts & Science College is controlled by Malabar Islamic Complex & it offers various Graduate programs.
Yes, it offers BA in Computer Science for 3 years.

Yes of course, you are eligible to apply for JNUEE and can get admission to MA Political Science offered by Jawaharlal Nehru University (JNU) if you satisfy the given eligibility criteria. See as per the eligibility criteria for admission to MA programs " The candidates should possess a graduate degree in the specialization that they choose or equivalent from a recognized board or university with 50% minimum marks. " Now if you are eligible for MA program then you have to appear for JNUEE which is the entrance examination for MA programs and to apply for JNUEE you will need the following documents :-
- Passport Size Photograph of the Candidate in JPG Format
- Signature of the Candidate in JPG Format
- Class X Self-Attested Marksheet
- Class XII Self-Attested Marksheet

Both neuroscience and psychology are very interesting fields of study. While neuroscience mainly focus on studying brain and nervous system ,psychology focis on studying human behavior and its causes. In fact both are interlinked and they fall under the same area which is behavioral sciences.
To pursue neuroscience you should forst complete BSc in Neuroscience and continue till PhD to enter research and teaching field which is the basic option. However in India , you may not find BSc in Nueroscience that easily .

Well after you 12th std you can change your Science field into Arts or commerce. Do it after 12th so that you also have enough time to think and do prepare yourself if there is any kind of entrance exam for the course you choose to do. Or else colleges offer admissions Merit wise. If you are interested in Commerce then there are many fields like BBM, BBI, BMS, BBA, BCOM etc. You can also do BA and prepare for exams like Civil services or government. After your graduation you can also approch MBA. Choose wisely and thank you.
