Of course, yes a science student can write UPSC exam. In fact, a science student have advantage of having higher sitting power and longer study hours over the other stream student.

There are no minimum marks specified as such. Qualification required is 12th Class of 10+2 System of Education/ Equivalent for Army ( Any stream) and for Air force and Navy candidate needs to have Physics and Maths at 12th. You can also appear for exam while pursuing class 12th.
