Kerala is one of the state with lowest tution fees in private or self financing medical College in while India. Kerala State allow 15% seat for all india merit state in private medical colleges of Kerala. As due to low tution fees, cut off marks are pretty much High and people wants to come here once they don't get govt medical College.
Now if we talk about neet marks required so it was around 510-515 marks in 2019 when first time all india merit students were allowed to take admission. Cut off was low as because most of candidates were not knowing about fee's structure and registration date.
In neet 2021 cut off marks went almost 535-540 marks.

If the student has domicile of Kerala, he can apply for Management Quota of Private Medical Colleges of Karnataka, Tamilnadu. But he will not be able to exercise the rights of his Category. He will have to apply for counseling only under General Category or Open merit. Which means if the Student has domicile of Kerala and belongs to OBC/EWS/SC/ST, he cannot use any of these reservations if he wants to participate in State Counselings of Karnataka and Tamilnadu.
