you definitely have a chance of getting admission in shri ram college of commerce. You can get admission in bcom honours or economics honours. As per last year’s cut off you have chances of getting in both the colleges.

FOR HANSRAJ AND HINDU IS ALMOST SAME AND ITS AROUND:

93% (GEN) 90% (OBC) 82% (SC) AND 75-80 (ST)

SO THEIR ARE SLIGHT CHANCES FOR GETTING ADMISSION IN SRCC. BUT VERY GOOD FOR HANSRAJ AND HINDU COLLEGE.

The answer to your question is yes, with 98.3% marks in Best of four you can easily get B.Comm Hons at SRCC in General Category.
For the year 2018-2019, the cutoff for the first round was 97.75%, so you can easily get through in the first or second round.

Since this year's cutoffs will be declared on 20th june 2019, according to previous years cutoffs and trends. With 95.5% best four including english, you may be able to get into SRCC OBC category.
