Based on your ranking, CSE seems like a long shot but you try for branches like EEE and ECE, you'll definitely get in the top 10 colleges with this rank. You might get IT in further rounds but also keep a backup plan. Hope you get into the branch you want.

For SIT Tumkur, considering the previous years cutoff the cutoff for CSE branch was 9000 rank. Now for Nitte Meenakshi, the cutoff for CSE branch was 11286 rank. However, cutoffs change every year depending on various factors such as no of students, vacancy of seat and difficulty level of the exam. So, you may have chances to get admission in Nitte Meenakshi. Also, you can search and apply for other colleges as well for a backup.

According to last year admission I don't think you can get this course in Siddaganga Institute of Technology if you are general category. But you can apply this course for other colleges through your rank .

I assume you are from general category and you have a rank around 13000 (since you have not mentioned it and also assuming you are not from Hyd Kar border area). You have chances of getting admission in SIT Tumkur (good chance) as the last rank to get BE Mechanical Engineering in Siddaganga Institute of Technology is generally around 50000. 1. NIE MYSORE.
2. SIT TUMKUR.

The best college for CSE course among these two would be MVIT as the cutoff for MVIT is less compared to NIE and SIT which suggests that there would be better students in that college and thus you would get a better environment to study. Also, the placement record of MVIT is a little better than NIE as it is located in Bengaluru city and thus more companies visit there for placements.

The choice is quite tough as both these colleges,i.e.; Siddaganga and KLE has good placements and faculty records.
Last year the highest package offered by Siddaganga institue to CSE student was of around 29lacs. While, in KLE is was around 30lacs.
The companies visiting in both these colleges are also good like: dell, wipro, seimens, accenture, etc; which indeep provides good packages.
Now, if we talk about facilities its good and bad as per students reviews for both these colleges.
Thus, the choice is basically of yours.
