Sorry to say but you are not eligible for PhD in social work from IGNOU.
The eligibility criteria is A Master's degree in Social Work is required to gain admission to a doctoral program. In some subjects, doing a Master's in Philosophy (M.Phil.) is a prerequisite to start PhD. Also, M.Phil. students will be exempted from the entrance exams.

I hope you are doing well. To do Bachelor in Arts in social work from Sri Venkateswara University then you must attained the minimum eligibility criteria of passing your intermediate class with minimum aggregate of 55 to 60% it and there after you can apply here for BA in social work.
It is a 3 year degree program of graduation level.

MSW Eligibility
All the universities have a different eligibility criterion for the admission. But, the most common of them all is as follows:
The interested candidate must have graduated from a recognised university.
They must have secured a minimum of 50 to 55 per cent marks in their undergraduate programme.
Most of the universities admit only those candidates who have pursued BSW or BA in social work in their bachelor’s degree. MSW Admissions

The eligibility criteria for applying for MA. Social work is that the person should have a minimum of 55% in any bachelors degree. So yes, you can pursue MA social work after graduating in political science.
MA social work is a 2 year course, it is very reasonable. The fees of various universities varies from 10,000 to 60,000.
After you fill the application form, there will be an entrance test and the admission will be given on the basis of that entrance result. The general syllabus of entrance is English, reasoning and general awareness. please ask if you have any more queries

Hope you are doing great as per the question asked by you, you should work hard and should focus on achieving high and high in entrance exam it totally depends upon the examination if paper is simple then cutoff goes high gradually and if paper or examination is hard then cutoff goes down. As per the official notification of Bundelkhand University for the admission in 2021-22 session is that for BA Social work (Hons.) the admission will be Direct Admission on the basis of merit. So you do not have to give any entrance examination for this course.
