The rules only mention that Candidaes should have completed their Bachelor's degree from a recognised Institution. So if the University that you did your Graduation is a Distance Education University and is recognised, you are eligible for UPSC.

Free Exit is the only option available in Round 1 and not in Round 2. In Round 2, if you want to resign from the allotted seat and opt for the seat secured in State Counselling, you have to forfeit the security deposit that you paid during the registration process

if at the time of jossa counseling after getting a seat someone income crosses 8 lakh but he had ews certificate(which was made ehen his income is less than 8 lakh) will his seat will cancel because i think that they verify bank details at the time of admission.
