see the counselling generally conducts by the exam control authority of any particular exam, after the first round of counselling candidates need to report to the reporting center of the allotted exam counselling., if you accept the seat you have to pay the tuition fees. however I may help

It is always suggested to participate in the councelling until you do not get the seat as per your rank and expectations. Csab rounds are quite unpredictable, if seats are empty even the students of low rank get quite good branch and college. So do not loose hope.
