Since your score is 370, your expected rank range would fall in between 175715 to 207865. This year's cut off marks hasn't been declared yet, hence it would be difficult to predict but according to the previous year data, this mark would not fetch you a government Medical College.

if i am participating in josaa and getting a seat in first round,and also applied for ts eamcet counselling can i pay for both the seats and accept the seat in both the colleges ,and if i want to exit ts eamcet counselling as i dont want to leave josaa counselling what is the procedure ?

If you are attending both the colleges and accepted the seat in both the colleges, then you will have to pay the fees for both the colleges which will be non-refundable and you will not be able to participate in the next rounds.You should also submit your certificates
