See NTA has only responsibility to conduct the NEET UG exam not of it's counselling and counselling is conducted by MCC, DGHS and othe state counselling authorities so refund of security deposit is not under the jurisdiction of NTA but it is under the counselling authority so MCC

International Institute of Information Technology, Bangalore is a Government Deemed to be University which is NAAC A++ accredited & UGC approved. See KCET and NEET both are two separate examinations and even if you have registered for KCET but can't appear in it due to some reasons then also you can appear for NEET UG counselling of Karnataka which is conducted by KEA, Bangalore because there is separate registration
