Of course there is a policy of surrendering seats after the second round but as per rules you won't get any refund as the amount remains forfeited.  So if you are surrendering any seat in the second round then you cannot claim the refund.

• MCC will conduct 4 rounds of counselling - AIQ Round 1, AIQ Round 2, AIQ Mop-up round, and AIQ stray vacancy round.

In case a candidate is applying for both AIQ and Deemed University, only the higher fee will be payable, that is, Rs 5,000 (counselling/registration) plus Rs 2,00,000 (security amount).

Counselling/Registration fee is non-refundable while security fee is refundable.

Hope you are doing well. You only have to pay 35000 INR only if you get a seat in JOSAA. But I think you have withdrawn from the counseling. Now if you have paid it, and did not get a seat, refund will be initiated in some time.

As per your rank and considering you from sc category you have fair chances of getting a seat the 3rd round or mop round. But in mop up round let me tell you it's a bit tricky because it depends on the vacancy of the seats in college.
