Yes you have to appear for SRMJEE   if you want to take BSC in Biotechnology in SRM Chennai.  Not only you need to appear for the exam you need to secure a good rank to get into SRM Chennai.  As it is the core of SRM university also one if the top private colleges in India.  Also SRM accepted scores of JEE mains,  so if you have scored enough , you can get into SRM through JEE Mains.

There is no news regarding the announcement of SRMJEE phase-4. The fourth phase is very unlikely to be held as most of the seats in the institution were filled out during the first and second phases only. The third phase which was recently conducted in August was due to high requests by aspirants and availability of some vacant seats.

For your information, SRM institute of sciences and technology conducted counseling process after each subsequent phases so as a result of it, most of the seats were provisionally alloted.

However you can check the latest updates regarding it and see if there are any announcements on https://www.srmist.edu.in/admission-india/

It may be noted that SRM University cutoff 2021 shall vary for various categories of candidates, programmes and campuses.
SRMJEEE 2016 cut off for SRM Chennai Campus.

At the time of counselling they will ask you only to pay the registration fee and Counselling fee, once you locked your seat then after your counselling fee will go to add to your course fee and the rest amount you need to pay of your course at any time consulting to the office.

You don't need to pay the whole academic fee at the time or to participate in the  counselling, just the registration and the counselling fee.

There are mainly two reasons behind you not getting any scholarships even after getting a rank under 3k. At first the third phase of SRMJEE was only held to fill the vacant seats as majority of them were filled in first and second phases only. Moreover the criterion for scholarships is based on best of three performance that your rank would not lie under the mentioned cutoff if a final rank list is prepared combining results from all three phases.
