Candidates appearing in the final year of their graduation can also apply, however they must possess essential qualification on or before 01.08.2018. As per SSC CGL eligibility criteria, the minimum educational qualification is graduation. The age of candidates must be between 18 to 32 years.

Actually both. You need to make a study plan and accordingly follow it.
