Actually see you must should know that the syllabus of both state board and joint entrance examination is quite same if you are following your NCERT books. Yes office there are some extra concepts needed for JEE main examination but you can do that in your coaching also.

Code 02 is for students who have done 10+2 from physics, chemistry and biology from CBSE/ICSE/state board

Code 03 is for students who are in first year of any graduation course with physics, chemistry and biology/biotechnology

You must get the signature of BEO ( Block Education Officer) or DDPI (Deputy Director of Public Instruction) on your study certificate.

Now in detail, Study certificate is just a letter, which states that you’ve studied in the respective Primary/Higher Primary/High School for these standards (like 6th, 10th,12th etc)

No dear, you can't get a college government or private with such a low mark in NEET. I will suggest you to give the exam next year. Prepare yourself to the best level and try to score atleast 490+ as you are an OBC to grab a seat for yourself
