If you have your 12th Board Examination Marksheet of Subjects - Physics, Chemistry and Biology and English as your main subjects, then you are definitely eligible for NEET Examination and Counselling procedure.
You don't need to put your older marksheet of 12th PCM in Counselling otherwise it will lead to confusion and rejection of your application.
Also, NEET 2022 counselling will begin very soon on neet.nta.ac.in and for that, you can't put both marksheets for Counselling. Only 1 Valid 10th and 1 Valid 12th Marksheet which have PCBE subjects.

YES, you can write Mathematics exam from NIOS board and you will be eligible for NATA exam. You are very much eligible for NATA (National Aptitude test in Architectural) if you pursuing your 12th standard from NIOS. NIOS is recognised board. You can be eligible for NATA if you have studied 12th standard with maths and scored 50% marks in aggregate .
The eligibility criteria for NATA exam is as follows :
Candidates should have passed 10+2 level or equivalent from a recognized board. OR Candidates who have passed 10+3 Diploma Examination with Mathematics as compulsory subject

Yes, you can attempt the CBSE class 12th exam the following year, but be sure to carefully analyse your strengths and weaknesses and learn from your mistakes. If the hard method is challenging for you, use the smart approach instead. You'll save time and money that way.

Your marks is pretty high because NATA sets its qualifying marks at 70 out of 100. This is not on which merit lists comes out. NATA cutoffs are calculated differently.
Higher secondary marks is added to the half of you NATA score i.e., 90.67 + 54.5=145.17

If you have completed your both 10th and 12th from Maharashtra state, then you are a domicile of Maharashtra. And as you are domicile of Maharashtra, you can apply for Maharashtra State (85%) Counselling only and not for Goa State (85%) Counselling .

But yes, if you want to pursue your Medicine from Goa only, you can go look for Goa Medical Colleges through MCC AIQ (15%) Counselling.

Yes you are eligible to take admission in cbse class 11th after completing class 10 th from Maharashtra board.
There is not any problem in changing the board after completing class 10 . You can always change your board from state board to cbse after 12 without any problem.
